Subject: Amtrak PC-1 and PC-1A Inspections (7/10/1990)
[1/3/86] PC-1 Inspections - A new form is about to be issued. It will include additional items, such as coupler height, buffer height, etc.
[2/26/86] PC-1 Inspection Forms - The new annual inspection forms are about ready. They will include a new and additional sheet which will be identified as Form PC-1A. As noted, it will include parameters for coupler height, and many more additional measurements. The purpose is to help you make your car conform to interchange requirements, so that there will be no mismatches or surprises when it comes time to move the car on an Amtrak train. The new PC-1 and PC-1A forms will be sent to car owners as soon as they are available.
[2/26/86] Certified Inspectors - Amtrak is attempting to put together a list of qualified persons who can inspect cars on behalf of the owners, and who are also accountable to Amtrak. If you believe you are qualified, then you should send your name, address, and telephone number to E. D. Laird, Superintendent of Cars, at Amtrak. Those inspectors who are felt to be qualified will be invited to Beech Grove, and they will go through a school to teach them what Amtrak considers important in the inspection of private cars. Generally, Amtrak will require these inspectors to have at least five years experience with passenger cars. If you are interested, get your name and qualifications in to Mr. Laird now.
[10/12/87] PC-1-A Form - The PC-1 has been supplemented with an additional data sheet, which must be filled in and filed annually, along with the PC-1 form. The sooner the information is in the computer, the quicker your move can be okayed. Please fill out the form, and circle the appropriate answers. The clearance restriction is of three types: no restrictions, west of Chicago only, and finally, prohibited from the tunnels into New York City. LOC means the location where performed, and you might also include the name of the shop. The remainder of the form is probably self-explanatory, but if you have problems, write.
[4/10/89] Advance Trip Planning - Inspection out of Date - One of the trip planning problems met by many members is that the special movements and the mechanical departments of Amtrak have required that your current inspections be in date for the entire length of the trip, even though the trip is planned for the future. This has required that cars be reinspected prior to the termination of the existing inspection, so that the cars would be in date as of the time of the request and also as of the time of the proposed trip. John Kirkwood had written to Ed Laird about this problem and we are advised that the tariff is being amended to provide that requests received by Special Movements for future trips, that is those which will take place more than three months in advance of the request, will be processed on the basis of the current mechanical inspection, and without requiring that the same inspection still be in force for the projected time of the trip. However, the owner must ensure that the needed future inspection occurs, and provide the necessary data to Amtrak at least 10 days before the first move, or the trip will be cancelled, and the automatic surcharge will be applied. This tariff provision will be found at E-38-C-l.
[7/10/90] You are reminded that you should send in a completed PC-1A form with your annual inspection, if you have not already done so. Similarly, every year you should send in the PC-3 form, showing shop repairs, and the PC-4 form showing off-Amtrak mileage, if there has been any.
